Independent pharmacies, numbering more than 24,000 nationwide, are counting on federal legislation to overhaul what they say is a broken system that has caused many of their small businesses to fold. Under it, they are at the mercy of insurers that reimburse them for medicines they have purchased for patients, with little recourse if those payouts come in below cost.
